Tax rebate for company car I've not had for 10 months?

I'm looking for some advice please. I handed back my company car into the work yard on 31st July 2019. My employer said they would sort everything out. A few months later the company car firm got in touch asking me to service the vehicle. I advised I handed it back into work on 31st July. There was a bit of tooing and froing but nothing ever came back from this. I realised last month, after a discussion with a colleague, that I should check my tax code so went online and submitted a company car change advising I hadn't had the car since 31st July 2019. This month my tax code changed and less was taken and I'm shocked to see how much I was paying. Anyway, I can't find anywhere to speak to the tax office about a rebate. The only advice online is that they will review and 'might' send a p800 at some point from April to November. I've spoken to work and they have said that is was my responsibility to let the tax office know I no longer had the vehicle. My argument is that when they gave me it to use they never mentioned I would be taxed more and they must have been the ones to advise the tax office at the time...therefore should they not have also advised them when it was returned or at least let me know I needed to do it.
My question is...is it likely that I will get a rebate on what I have overpaid since 31st July based on a date I added to their computer system or do I need to get some sort of official letter from work to say that I haven't had the car? Should I send the tax office a letter with evidence or just wait for the P800 to turn up?

As you have updated HMRC that you no longer never have the car a rebate of overpaid tax will eventually make its way to you.0

Your employer has a requirement to submit a form P11d to the HMRC. Deadline for which is the 6th July annually.

You say you're shocked at how much you were paying.....be aware the first time a new code is used it can be misleading. If you were paid monthly and the old code was used April & May, then when the new code was used in June, it would be refunding April & May.
Just mentioning this on the off chance it's relevant.
