Help to Buy ISA bonus and exchange

Our buyers are using a help to buy ISA to purchase our property and are applying for their bonus via the solicitor.
The chain agreed a completion date of 25th June but exchange of contracts is now being held up by my buyers solicitor in relation to the Help to Buy bonus.
Can this kind of issue delay completion? I'm a totally unfamiliar with the help to buy ISA process
