National Insurance Gap

My online tax account says I have a gap in NI for 2018 and can pay a voluntary contribution of £278.35 to top it up. It says to call before paying but the recorded message says they are only accepting calls from people within 6 months of state pension age and I should check my record online. I can pay online but it requires an 18 digit reference number which it says "You’ll find it on your bill".
I don't have the full state pension yet and the gap year is recent so I'm certain that completing this gap is beneficial. Does anyone know the best way to pay for this?

Call 0300 200 3500 to get a reference number.They are always very busy. You have plenty of time to pay it so no particular hurry,1
