Council charging twice for refuse collection. Are they allowed?

I live on an estate of flats in Lambeth and have found out that the council charge the company who own the freehold to collect refuse. Obviously this charge is paid for in the form of a service charge by the residents. So in affect we are charged twice by the council to collect refuse - once as council tax payers, and once as flat residents. Are the council allowed to do this? And is this a common occurence amongst MSE members?

Are you sure you are paying twice for the same thing?This isn't lambeth but it's an example of not paying for the same ting twice

Yep it's not the above. This the regular collection the council do. We are charged for bin hire and collection.0
