stunt scooter headset problem - similar to bikes?

I bought a stunt scooter on gumtree because it was very cheap but I noticed the headset doesn't spin that freely, and when I got home I noticed a noise from it. I started to take it apart to try to fix it and it was then I noticed the bottom of the headtube had been dented in slightly, putting pressure on the lower bearing I'm presuming. Can anyone suggest the best way to get the dent out so that it will work better?

    I doubt that dent is your problem. I would guess it is more likely neglect & corrosion. I suggest you replace the old bearing with new.

    Thanks. I'm having trouble undoing the compression bolt now to get access to the bearings. It takes a 5mm Allen key and is on super tight!

    I cannot get the bottom bearing out because of the dent in the headtube. Looks like I'm going to have to file the dented metal away on the inside of the tube to allow the bearing to slide out unhindered.

    I would guess it is an interference fit and may need heat and a hydraulic press to remove it.

    With the stem removed you should be able to feel if the bearing is running smoothly. If it is clean it, check for corrosion, lubricate then rebuild without overtightening onto the bearing.
