HOW MANY COUNCI's ARE OPERATING THIS CREATIVE ACCOUNTING COUNCIL TAX SCAM.

As the NONE RESIDENT of a Joint owned property ( Legal Classifications :- Joint Tenant or Tenants in Common) .On the death of the RESIDENT Joint owner the SHROPSHIRE COUNCIL's Revenues and Benefits despite the fact that they had issued the 25% Discounted Monthly NONE PAYMENT of Council Tax for the 1st Day of the Month after he had passed away in the name of the RESIDENT Joint Owner On the reverse side of the documentation it stated that the 25% discounted payment due on the 1st of the previous month had been made in FULL. Thus on the RESIDENT Joint Owners death the 25% discounted COUNCIL TAX was fully paid up ( NOT IN ARREAS) to the last day of the month of his death.
SHROPSHIRE's COUNCIL Revenues and Benefits then opened another account and issued a COUNCIL TAX INVOICE in the name of the NONE RESIDENT Joint Owner Classifying the property as his SECOND HOME. Only having been the Joint Owner for some 10 years and not having spent a night in the property for 13 Years as a relief career for the last owner being really irrelevant.
Not happily but willing to pay the Month by Month FULL RATE COUNCIL TAX from the 1st of the Month that was claimed to have placed it in arears and all the remaining 1st of the Month Payments falling due for the INVOICED COUNCIL TAX YEAR.
The SHROPSHIRE COUNCIL's Revenues and Benefits demand that as the SINGLE OCCUPANTCY no longer applies and not only are the normal FULL MONTHLY Payments usually required for the FULL ANNUAL INVOICED COUNCIL TAX YEAR. As the 25% Discounted SINGLE OCCUPANT no longer applies all the previous Monthly 25% Discounts granted to the SINGLE RESIDENTIAL Joint Owner must now be refunded to SHROPSHIRE COUNCIL's Revenues and benefits by the NONE RESIDENT Joint Owner. This is a CREATIVE ACCOUNTING SCAM being used against the SHROPSHIRE COUNCIL's Residents at their most vulnerable time and in many cases old age.

I think you're saying that there is no resident in the property. The liability for council tax then falls to the non-resident owner. It's called hierarchy of liabilities. There is no single resident discount because there is no single resident.
Are you saying that they have changed their minds on the single adult discount that applied previously and are billing you retrospectively for that element?
If so, and you want to challenge this, it may be worth getting in touch with your local councillor, who you can find and send an email to, using

Single person discount only applies to occupied dwellings, For unoccupied dwellings, the full amount is payable.
Advice to OP : don't use CAPITALS, it makes it VERY DIFFICULT to read.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales4 -
