In Lockdown, CMS cancels child maintenance

I am an NRP and I live in Singapore, now in lockdown and neither working nor furloughed until C19 restrictions are lifted.
Until last year, I was paying my ex each month, but in August, I got an email from the CMS telling me to sign in to a website and collect a message.
The message, a letter with a UK address on it, a property which I sold in 2011, said that I must pay child maintenance, a figure that equated to an annual income of £217,566.
As maintenance was accruing, I stopped the voluntary payments £515 a month because a thread on this forum says the CMS disregards voluntary payments when making an assessment.
My address and income were both wrong, so I applied for a mandatory reconsideration, and after a flurry of communication through the (rather clunky) CMS website, I uploaded passport stamps, tenancy agreement, bills, flights etc, the CMS told me they closed the claim.
It appears my ex told the CMS I live in the UK. They sent letters and arrears accrued. I still don’t know where the CSM got my address and income from.
Can anyone tell me where the CMS gets income data for making an assessment when the NRP does not reply to an assessment?
I find it very strange that someone can just magic-up an income and a UK address for me, then raise a liability on it.

primarily from the PWC. The CMS will write off incorrect arrears of course.
