Council Tax Refund

I own a holiday home on a Holiday Park. I pay Band A Council tax on this house as I use the property for my own use Since the lock down I have been unable to occupy my property. Should I be discounted for the months I have not been able to occupy my Holiday home. Cornwall council are not offering me a refund which I think is wrong. Any advice appreciated.

     Why would you get a refund? The council are still providing services if you use them or not.

    It can rest on some technical points of legislation (it's not a straight forward area of law).
    Have you been using it as your 'sole or main residence' ?
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

    I understand that guidance issued 25 March said:

    Updated guidance from the Government now states that “If a holiday park or caravan park is your primary residence you can remain on site”.

    Did the site owner not follow this guidance?

    Can anybody clarify this issue as we are also lucky enough to own a second home and have also paid FULL council tax for  APRIL, MAY, JUNE and are not able to use it.  We understand 
    some of the council tax is applicable, but we have not had the benefit of using the bin collections, policing etc.

    Bin collection is a tiny percentage of your CT bill and the council would not stop emptying the bins. The police would still be available to be called if your home was broken into
