16th birthday present for sister

My sister's 16th birthday is 22nd December, and I need to find a present for her. The problem is, I don't know her that well (she's in foster care a way from where I live) and have no idea where to start. Due to Christmas I cannot afford to spend much, but want to get her something special. Any suggestions?
(I don't agree with joint birthday/Christmas presents. I hated them myself, and won't give them to either my sister or my daughter.)

Some jewellery? You can get some cheap stuff from all the ladies wear shops (Dorothy Perkins, Topshop, New Look, Peacoks e.t.c) Then you could package it in a really nice box from one of the card shops with some shreddy paper/cotton wool to make it look really speical. How about some cozy PJ's. I bought some for my niece this week from Primark, they are a gorgeous red with sparkly snowflakes on cost £4. My niece is 21. If you want to spend a little more they have some lovely dressing gowns for under £10. They also do the PJ's in white with red snowflakes. They also do some lovely slippers, soft like ballet slippers they are white sparkly cost £1.50 I often by my girls pj's as they always go down a treat. Slinky may be nice but in winter you need to be warm.Nothing Changes if Nothing Changes0

I think for a 16th present it should be something to keep/remember forever ... My sis will also be 16 next year and I am working on this theme. I came across a necklace on Ebay which you could personalise. If you ordered asap it would arrive in time.
