Hi. Is council tax debts on hold?

AFAIK it is not being collected at the moment but it is being reviewed based on a) when bailiffs may be able to operate and b) when the courts might be able to operate. Bailiffs and courts are needed for new [delinquent] CT debt.
As regards deductions for existing CT debt, not aware of these being collected from benefits at the moment.
Is yours a new debt or an existing one or are you intending to create new CT debt?

- When on someone else's be it a road, a pavement, a right of way or a property there are rules. Don't assume there are none.
- "Free parking" doesn't mean free of rules. Check the rules and if you don't like them, go elsewhere
