Reclaiming agency fees

I worked for an agency where they said they couldn’t pay me directly as I was a sole trader but recommended a company who I could send my time sheet to, they would submit it to the agency, the agency paid the company then they paid me. The company charged me a fee to do this. Is this a scam? Can I reclaim the money they charged me? Any advice appreciated.

Sounds like an umbrella company. If that’s what they are then no, it’s not illegal.
