Why not start at 100%, and see how that goes?

Why should (s) he pay the vultures in full?

Offer 10% as a starter and see what happens.

Because they have the money to pay the debt off.

But this whole site is about saving money.  Why would anyone in their right mind pay more than necessary?

Nothing to stop her offering the vultures less though. They can make a business decision whether to accept it or not. Wake up.

I don't need to wake up. Someone has the money to pay off their debts and does not want to. Calling the people owed the money names is puerile. Pay your way if you can and get help if you can't.

There's no harm in trying 50% but the debts are small, capital one is still with the original creditor and the wescot one might be - they might just be acting as collector.

Anyway, try it and see what they say.

From experience I doubt capital one will accept 50%. I made an offer to a lender yesterday and they said they would accept 85% but I have had other lenders offer me 60% to settle. Might depend on the size of the debt and how old it is   It's worth a try though, even if you save a small portion.

What’s the worst that can happen? They say no...

As above, I’d start with 50% and see what they say.

This is money saving expert after all. Plus an emergency might happen where you suddenly need the cash.
