Can anyone advise please , my partner applied for the council grant of £10000 and was turned down , he is eligible according to the government guidance and other friends in similar industries have received theirs , thank you

Okay so some issues that have come up with my councils applications. 1. Have they registered their business premises with the council, and did they do so before the 11.3.2020.2. Have they been awarded (or were in process of an application for) small business rate relief, rural rate relief, or retail relief?
3. Is the business rates council tax bill in the persons name that is applying for the grant?
If all the above is correct, and already in place, what reason was given for the refusal?0
