Proof of address

Hello,
I am applying for jobs, and they are (obviously) asking me for proof of address.
I do have a bank statement so that's one, but they are asking for a second one.
My issue is, I am currently a lodger (I don't know exactly how legal it all is, I found it on spare room and needed to move very quickly and for a limited time...).
everything is all bills included, so I don't have any utility bills to show my address. I am also a student so haven't been paying council taxes. I am not a UK citizen so my passport is not a UK one. I am at a loss as to what else I can use as proof of address; when I first moved to England I was living in a similar situation, and then I registered at my bank and the job centre with a letter from the person I was renting a room from stating that I was living there, but I've heard from people that this was not legally binding so it wouldn't be enough.
Can anyone help me with this? It's hard enough applying for jobs when the only references I have in this country are my university, but if I can't even get an address I don't know how I will ever get a job...

    Why would it be illegal?...

Just get a copy of a mobile phone bill, driving licence, credit card statement.

Or simply explain it to the employer.

    Hi
As you are a student, do you have any correspondence from that organisation which shows your full name ad address where you are lodging? If so, perhaps you could use this (plus your bank statements) for any applications?

Your landlord should/could provide you with a contract stating how much you are paying in rent and the length of tenancy.  That would prove your address.  Anybody can take in a lodger so there is no problem with legality.

Mobile phone bills aren't normally accepted as proof of address because they are so easy to change/forge.

OP, I presume you don't have a driving licence with your current UK address, but even if you are only living in your current place short term, there is nothing to stop your landlord providing a letter confirming that is your current place of residence.

Yeah, my issue is that the places i'm applying to are quite strict with paperwork, like they require dbs and all that, so they don't seem to be okay with a simple letter, they want official stuff. The person I had on the phone was very understanding, but yeah it's hard.

I do have a provisional licence, but I realised that I've failed to update my address on that (since I wasn't going to be living at my current address more than a couple months; that's changed due to the lockdown, I can't move again right now), so I don't think that will work...

I don't even have a phone contract, I'm on a pay as you go thing.

University correspondence might work, I will look into that

Mobile phone bills arent usually accepted for money lending purposes, but for employment purposes it's broadly up to the employer to decide what to accept

Yes, that is the catch 22. An employer has a legal responsibility to ensure that the person is entitled to live and work in the UK and that they meet any regulatory requirements for the job. However how they go about that is largely up to them.

So if they decide they want X, Y and Z and the applicant can't provide them they will not employ, that is up to them. It is not in itself unlawful discrimination (although I suppose it could indirectly be under certain rare circumstances).

I am afraid if there are lots of suitable applicants the employer will just pick somebody else. If you have much needed skills tht are hard to find then the employer will tend to be more flexible.
