Camera for 19 year old

My daughter would like a camera for her 19th birthday but has never owned one before and I don't have a lot of money - any suggestions for a purchase for a first time photographer

Without knowing what sort of photos she wants to take (many people are happy with the quality of photos taken with their phones) and your budget, it's impossible to advise.

I've got a Panasonic Lumix compact camera which I really like.

Before that I had a Nikon Coolpix.
