CSA Getting back overpayment - Fees ?

I’m due a refund on overpayment of around 6 months as my son started full time employment without my knowledge. When I spoke to the CSA the figure they quoted was around 20% less than I had paid out. Am I correct in thinking they take out a ‘fee’
If they do take out a fee and it’s not my fault for overpaying should I not get back what I paid?

Collect and pay? 20% would match their fee.0
