Last April I got a letter saying I owe £207 in tax for tax year 2018-19 as I’ve underpaid I think because I started a new job in January 2019. As a result of this, my tax code would change to reclaim this which happened.
Today, I’ve come home to a letter saying I owe this same amount for tax year 2018-19 and need to pay.
Is this normal? I will try and speak to HMRC but it’s tough with Covid.

No but not unheard of.
If you were originally notified last April then they usually wouldn't start deducting the extra tax until now,April first pay after 5 April 2020 (through to the end of the 2020:21 tax year).
Was the notification a P800 calculation?
What is your tax code for 2020:21?1 -

Might be worth checking the make up of your tax code on your Personal Tax Account.
1187L could include a deduction to collect the £207 not necessarily.0
