barclays fixed mortage overpayment. bit concerned.

I've added a screenshot below where Barclays have confirmed what I've said. Initially I was told in a web chat and didn't believe the agent so raise a query via secure message, their response is below, It's a ridiculous system but I have used it to my advantage and never been penalised.

I had the option on my barclays mortgage to never reduce the payment only put it up if needed to meet the contractual term.0
