PIN letter - forces help to buy

My boyfriend applied for the forces help to buy nearly 5 weeks ago. We now have our lender threatening to cancel our mortgage application if we don’t receive proof of approval in the next 10 days.
i was just wondering if anyone knows after the workflow notification, when do we receive the PIN letter? Do you receive this before or after getting the signatures? Due to coronavirus my boyfriend isn’t on camp and neither are the people who he would need signatures from. If it’s the case where he does need signatures before he receives the PIN letter, I don’t know if the banks would be willing to hold on a bit longer if we explained our personal circumstances.

Just to also add. A few days after my boyfriend applied he had 3 weeks Easter leave and was expected to return back end of last week but due to coronavirus he has been told to work from home.0
