    And? She's getting paid to work; and the response was correct - she can be sacked for no reason in first 24 months of employment,

    The daughter may feel bullied. Most 19 year old will only have had limited work experience. So this could be either a first job, or first one with some minor problems. 
    The OP ofcourse is placing a moral argument into a legal issue - which tends to end badly.

    It’s not wrong to report a bully but without know the details it’s quite difficult to know if she was being bullied. 
    There is a skill to how to handle office politics and if it was my daughter I would have offered advice on how to deal with the alleged bullying without burning her bridges with her immediate manager. 

    She has now found herself in a difficult situation where her manager will only assign the most basic hours to her. It’s unfortunate but with 11 months service she has limited job protection and not sure what options she has to resolve this.
