Literally not a clue. What's your contract say? How long have you worked there?

And obviously as a council employee, you must've signed up to a union?

Are you an employee? What is your present situation - are you being paid in full, being made redundant etc?
Can you explain exactly what you have asked your employer, and what their response was, about holiday and furlough?
  • Thanks for your replys I will ask more questions

If you work for the council (and you get paid by the council) you're not entitled to the furlough payments, since you're (technically) already being paid by public funds as it is during normal work.  You can't be furloughed for payments from the government to cover 80% of a wage you were going to get from the government (albeit indirectly) anyway.

My (limited) take on this, in some
meeting notes at my employer (a council) it stated that another council was ‘lobbying to be allowed to furlough staff’ which to me implied they couldn’t currently?

That’s all I’ve got to add. Useless I know!

    This, taken from https://www.gov.uk/guidance/claim-for-wage-costs-through-the-coronavirus-job-retention-scheme

    Public sector organisations

The government expects that the scheme will not be used by many public sector organisations, as most public sector employees are continuing to provide essential public services or contribute to the response to the coronavirus outbreak.

Where employers receive public funding for staff costs, and that funding is continuing, we expect employers to use that money to continue to pay staff in the usual fashion – and correspondingly not furlough them. This also applies to non-public sector employers who receive public funding for staff costs.

Organisations who are receiving public funding specifically to provide services necessary to respond to COVID-19 are not expected to furlough staff.

In a small number of cases, for example where organisations are not primarily funded by the government and whose staff cannot be redeployed to assist with the coronavirus response, the scheme may be appropriate for some staff.

Ho would it work with relief work, which I assume means as and when needed? I have a causal second job at a council ran gym, and I wont be getting any money as I wont be needed to cover holidays etc as its shut. is 'relief' work not similar?

    It's not 100% clear.

Some public sector employers are paying relief workers, some clearly arent.

I suspect that there will be a lot of claims and a lot of payouts against those who aren't at the minute. The reason furlough is not available to public sector is because they're expected to keep paying the role which has been budgeted for.
