Buying my ex out

Hi everyone. I ve got an issue which I m writing to seek clarification about. 
I jointly own a house with my ex husband ( we divorced in December). We bought the house in June 2015, split up 2 years later and he moved out. We have both been paying our half of the mortgage whilst the house is up for sale. The current deal ends in September 2021. We had a court order to sell the house (at the valuation price in June 2015) and split the proceeds between us. The house has not sold despite bring up for sale for 14 months and we have since reduced the price. 
I have offered to buy him out but he seems reluctant and only wants to sell. I have now changed my mind and no longer want to move. Which options do I have now to buy him out?
