Cancelled Event (not recheduled) Only Offering Partial Refund

I bought tickets through British Swimming's official and only vendor, See Tickets, for the Diving World Cup in London.  Had I been offered the option, I would have agreed tom carry over the tickets to next years event. Indeed that would have been my prefered option as I struggled to get a good seat.   However the event was cancelled and I was promised a refund.

I have received a refund for only the face value of the ticket and not the mandatory transaction fee.  See tickets state that their terms and conditions allow them to retain the fee in the event of a cancellation. I could understand this if I had cancelled the tickets or wished to change them.  Surely as the event has been cancelled and I have not received any goods or services, i should be able to get a full refund of the total cost paid.  To clarify, these were print at home tickets, so no postage costs had been incurred in sending them to me.

    I don't believe you are entitled to a refund.
    See tickets did their part in booking your tickets AND refunding the tickets themselves. They do need to be paid to exist and they have carried out their function despite the fact that you didn't actually receive anything for it (except a reservation).
    In general I prefer to book direct but I know that sometimes this is simple not possible.

    If you want to dispute then go through your card company.
    Amex gave me a full refund immediately so you might have success and it might be something that see tickets don't have the capacity to defend in the timescales, so you might win that way.
    I'll leave the morals up to you but would say that see tickets have done their part (twice).
