Not it isn't. They aren't traveling FOR work.
They would be travelling to one of the firm's places of work, at their employer's instruction, to perform a task which cannot be done from home. So if the employer insists the equipment cannot be sent by courier then the work "absolutely" cannot be done from home.
Realistically, unless their car were to break down it is extremely low risk.

You're not going to be fined. The return of the equipment could allow someone else to stay home and work from home with your kit. Youre still employed by them and I assume getting paid. Just take the stuff back/.1
