If he does 30,000 business miles per annum
first 10,000, hmrc rate 45p, paid 25p = tax relief due on £2,000 (£400 due if 20% taxpayer, £800 if 40%)
miles 10001 to 30000 hmrc rate 25p, paid 25p = nothing due
each tax year is dealt with separately so cannot see how you get to over £2.5k

What I thought it meant was the expenses that he put through for the year were 2500.I dont expect to get that back. So anything after the first 10,000 miles he wont get anything for?

He will only need to complete a Self Assessment if the amount of expenses he is claiming tax relief on is £2,500 or more in a particular tax year.

From what you have posted he will only be claiming expenses of £2,000.

For example

10000 business miles x 45p = £4,500
20000 businsss miles x 25p = £5,000
Gross expenses £9,500
Less reimbursed by employer 30000 business miles x 25p = £7,500
Net expenses after reimbursement = £2,000
