Cancel flights delta/air france

Hi, booked flights through the delta website. Our trip was as follows: 11/3 Manchester to Amsterdam (KLM) - Amsterdam to Portland (delta) then 3/4 Montreal to Paris (Air France) - Paris to Manchester (Air France). 

Due to recent events and needing to get back to the U.K. I tried to modify the flights on the delta website, however it would not let me do this and said to book new ones and cancel the current flight. I could
not get through to anyone on the phone
We then booked through the delta website: 16/3 Seattle to Atlanta (delta) - Atlanta to Manchester (Virgin). 

I have tried to contact delta to cancel the Montreal to Manchester flights and get the money for this flight applied to our other booking (not sure if this is possible), however they said to contact Air France as they are running the flight. I have contacted Air France who said because the original booking was with delta to contact them. 

Has anyone experienced this before? Which company should be assisting me? I thought that because they were in a group then I should go through delta as they allocated the original flights. 

Any help appreciated.

I'd imagine it'd be Delta, but I wouldn't hold out hope for a refund if the original flight was still going ahead.
