What are the best pension schemes for expats

I currently live abroad and have done for 5+ years now. I don't have a pension but I am looking to set one up. Is it possible to do so not being a UK resident? Thanks in advance!

The best value pension is to continue paying voluntary Class 2 National Insurance contributions at about £150/year which buys a pension of £250/year.1
