Being assessed under the old or new system?

My Partner had dealings with the CSA about 7 years ago and then ex decided not to use the CSA anymore and they settled on payments being made direct.

Well she's just re-opened the case again and hes been asked for money based on what he earned 7 years ago and its not taken into count we now have a child and one of his children also now live with us, so we asked for reassessment.

We got the new forms, but they are asking for information regarding mortgage, countil tax, etc, etc, which as far as I am concerned are things which they took into account on the OLD system not the new.

Having been told he will be re-assessed under the new system he called them to query this and they have told him the new system apparently does not work and he will first be assessed under the old system and then the "assessment" will be fed into the new system, but while this is going on we have to pay at the old system calculations.

Does this sound right?

They are asking him for over double what we have worked out he should be paying on the new system, taking into consideration the change in circumstances, so we are considering just paying what we believe it should be. Has anyone done this?

    No that is not right. It sounds like the old case was not closed - it may have been put on to direct pay, but not closed, in which case any reassessment will be under the old system. Only if the case was closed for more thatn 13 weeks can it be a new one which will be under the new rules.
