Mortgage holidays until Coronavirus is no longer a threat?

Why do you think the entire country will stop paying their rents and mortgage?
People have emergency savings for purposes such as this, civil servants, public sector employees are likely to still be paid, people can work from home, work remotely. People may have insurances in place to cover periods of non working.
BTL mortgages are often interest only so mortgage payment vs rent is vastly different, perhaps Landlords will come to an agreement for tenants to pay reduced rent temporarily.
Council tenants are the most secured tenants so if they don't pay rent for 3 months it'll just be arrears to be paid off later. Besides which any form of eviction or repossession can take months so its unlikely anyone is going to be homeless due to a couple of short payments on rent or mortgage.
