TSB to still honour ERC redemption?

Hi
Back in May 2018, i telephoned TSB to enquire about additional borrowing on my mortgage or moving home, I can’t quite remember.
Due to computer problems, TSB told me that they could not offer any more borrowing and so they would waiver the ERC if I remortgaged with another bank.
I asked specifically on the phone if that offer would expire and if the computer problems were fixed would they still allow me to leave with no ERC and they said YES.

I am looking at moving house and I have phoned TSB tonight and mentioned this and they told me that the waiver was only for certain customers at the time of the computer problems.

Would TSB have recorded my original conversation, and if found, be able to honour the waiver?
