pension carry forward rules

a question on behalf of a relative re. carry forward
they have been retired since 2012, they did not contribute to their SIPP in 2017/18, they have contributed to all tax years since the max £3600 (inc top up)being a pensioner they has already maxed out this year, can they use they carry forward rules to pay the missing year, or is it only for those working and paying over 40k who can use it

The opportunity to contribute for 2017:18 ended on 5 April 2018.
If they have low (or no) pensionable earnings they cannot make use of carry forward.1 -
You have to use the full amount available in the current tax year before you can use carry forward for the 2 years prior.No free lunch, and no free laptop0
