MSE’s Council tax savings include Scotland

The MSE email about challenging your tax band, lists Scotland when describing the process of saving money by challenging your Council Tax band. However as far as I’m aware, in Scotland you only have 3 months (from the date you move in), to query your Council Tax band. 
This is a really annoying loophole, as unless you know, the last thing you’re thinking about when you move into a new house, is applying and questioning your council tax band. 

Anyone know differently? I definitely feel mine should be challenged, but I missed the window.
I have a 4 bed property, yet pay the same as two much larger, 6 bed properties in the area, another 4 bed property on the street, pays £1000 less a year.
