Hi Our mortgage comes to an end Nov 2023 and we will have paid it off 7 years early. I would like to extend the house and was wondering can i borrow more when i am on a fixed term now or do i have to wait until its nearer the end of the fixed term.....?

Depending on the fees to come out of your existing deal, normal protocol would be to speak to your current lender about borrowing more money and then running a sub account to the main mortgage for the extra money you need.
As for timing, there are no issues in doing this now or later on.I am a mortgage broker and IFA.
