How long before I can post a competition?

I have a competition that I want to post but I keep getting the "you have to be around a while longer" message

As long as it isn't self-promotion of a competition you are running yourself, you can post one now, you just won't be able to do the link.  But if it is a valid competition then post what you can and someone will come behind you and post the necessary links.  Thanks.
