Liability Order - council issues

Hi guys,
In 2008-2013 I lived in a flat with my friend and the council tax was in his name.I am not sure if the was paying it. He had a tenancy agreement (F301E) date 01.02.2008, but I am not sure for how long. I will find out. In 2009 or 2010( can not remember the exact period) he has moved. The landlord came to me and said that we don't have to make any contract and to give him the money and he will pay the council tax as it's in his name.
Now, my friend received the attached letters and he had to pay around £1100 fine , and he is telling me that I should give him the money back as I failed to register to the council tax and he wants to go in court with me. I have attached the two letter, as I don't really understand what is the period when the coucil tax was not paid.
Could you please let me know what to do in this case?
If I call the Council Tax will they give me more information even the letter is not on my name?

    If your friend had a tenancy for the whole flat (not just a room with shared bathroom and kitchen), then he would be responsible for paying the CT for the duration of the tenancy, or for the period of his occupation if someone else was living in the flat after he moved out. As someone else was living in the flat after he left (YOU) then he is only responsible for the CT until he left. 

    Therefore you are responsible for the CT from the time he left until you left, unless there was a tenancy in your name, then you would be responsible until your tenancy ended or someone else moved in.

    If you contact the council they will probably pursue you for CT for the period you lived alone in the flat and refund the money paid by the landlord back to him. You will then have to try to get back the money you paid to the landlord for CT
