csa and land registry help

ok so i bought an down loaded the details but i do not understand them can some one help please

3 (27.04.2006) RESTRICTION: No transfer or lease of the registered estate by
the proprietor of the registered estate is to be registered without a
written consent signed by the proprietor for the time being of the Charge
B: Proprietorship Register continued
dated 24 March 2004 in favour of Northern Rock PLC referred to in the
Charges Register.
C: Charges Register
This register contains any charges and other matters that
affect the land.
1 (15.11.2004) A Transfer of the land in this title dated 23 April 2004 made
between (1) Contract Services blah blah and (2) NRP contains
restrictive covenants.

I kind of understand moast of it but the bit i underlined :confused: can some one put this in english for me please an can this help with the csa saga

    It looks to me that the NRP has added another clause to the property rights, preventing the sale or lease of it by any other party, ie ... you!! Looks like a bit of forward planning on his/her behalf.

    Also, would it be possible that he/she used the land as collateral for a loan with Northern Rock?

    It seems to me that there is a charge on the house, which means that he owes someone money and if he sells the property whoever he owns money to will get their share from the equity

    It looks like he has borrowed more money from Northern Rock by way of a secured loan that's all. It doesn't show what the amount he borrowed is over and above what he orignally paid for it. It shows that he is the registered owner of the property though so if he has arrears and isn't paying them, the CSA could get a liability order and then a charging order themselves to secure the debt.

    the nrp an her self were never married
    she had baby from a brief relationship
    he is self employed an has 2 other children

    this is where it gets complicated
    the ex wife and the children live in the above property which he denies owning or living in the ex also recieves csa based on an income of 200 pounds per week so she gets the first % an then my friend gets her % after that there is no way you can get a 184 thou mortgage on these earnings is there? the ex claimed the csa to make my friends claim lower we have suspicions that she may also be claiming benifits also could the resrtiction be a change in mortgage for a buy to let to allow the ex to maybe claim hb?

    oh and is this good evidence on (cant remember what its called but) the csa investigating his income
