HMRC Tax Refund and Financial Difficulties!

Please help!  I don't know if this is the right thread, but I'm trying....
I'm having a right carry on with my 2018-19 tax return.  I filed it in January, recording my employment income and my self-employment losses.  I can't understand why my self-employment loss hasn't been offset against my employment income so I get a refund on my PAYE. I'm due about £400 according to the HMRC tax calculator.  I've been over and over the return I've filed and can't get the loss to offset no matter where I put it in the tax return, even why I try amending it.  It keeps saying I owe them £9, which I've had to pay because it says its overdue??  I can't get through to HMRC on the phone (line busy, it hangs up) and their web chat is out of order or impossible to get onto.  Their Twitter says I can post a letter, but I don't have time to wait for their snail mail turnaround time.
I'm in real financial trouble, I'm on a DMP and I quit my self employment to go full time at work on 1st January 2020 (from 30 to 37.5 hours) to make sure I could make my payments with a regular income (I used to play in a band, so was getting semi-regular cash that I could move around to cover bills).  But, since I agreed the new contractual hours, I've been off on the sick with work related stress and have been in dispute with my employer since mid-December and so my employer hasn't put my hours up (which feels like a blow since it's their fault I'm off - and I'm kicking myself for relying on).  I'm trying to get back to work and am on a phased return, but my hours won't go up for another month and I don't have the cash income from my band anymore.  I was relying on my wage going up and the refund from HMRC would help bridge the gap, along with some very tight budgeting (cabbage soup for a month).  
Whilst my DMP payment went out earlier this month, I'm worried my DMP will cancel because all this has put me into my overdraft (I'm not supposed to have extra credit on DMP), my bills will start bouncing and I'll get charges (as well as overdraft charges), the debt is going to stack up again and I'll end up looking at bankruptcy.  I'm so stressed (on top of work stress) and I know that getting into debt is my fault, but I'm just feeling really stuck.
Sorry for the rant, really I just want to know whether there is any way of getting a quick payment from HMRC, or any form of compensation for the bank charges I'm going to get when the direct debits bounce (in absence of refund) to help see me through this tough time?  Do they have any hardship support?  I'm on a good wage, so don't qualify for any support, really.  Is there anywhere I can get a bit of help to get through this?  Cos right now I'm looking at pawning my guitars, which makes me want to cry.  I was planning on selling them for a fair price to help pay off my debt, and pawning them feels so painful.

  • You do understand the concept of Self Assessment?

    You could post all the entries from your return for a start (leaving out personal info like your business name and employers name).

    Then we may be able to see where you have gone wrong.

    Sounds like you didn't tailor your return correctly. A loss won't automatically be set against other income. You need to specify this in the correct box.
  • Tell us how much the loss was for 2018/19 and we will tell you the correct entries. It seems evident that the loss has been carried forward against future income as opposed to offset against total income for the same year.

    Are you using the cash basis?  If so, you can't offset the loss against other income, it has to be carried forward.
