Annuity or cash

Should I take all my personal pension as cash as annuity rates are so poor?

Assuming it's a DC pension, not as a single cash lump sum because you will pay large amounts of tax. Make phased withdrawals to minimise tax using flexible drawdown or UFPLS. Consider using annuities later in life when the rates will be better and you may want the security of a regular income.

That's much too broad a question for anyone on here to answer meaningfully without any detail!

If you're unfamiliar with the sort of options you have open to you (and how to evaluate them) then it would be worth researching the basics at sites such as:
    https://www.moneysavingexpert.com/pensions/
and/or engaging with bodies who are able and willing to discuss specifics, such as:

We cannot answer that as you have given us absolutely nothing to go on.   Give us some details.

How much is your pension pot? Any other relevant info?

How close are you to your state pension age? It wouldn't be surprising for deferring to pay twice as much as an annuity.
