The chances of Trading Standards doing something is close to zero. FCA/FOS similarly. The new kid on the block with the big stick is the Information Commissioner. So send the complaint there and reference the FCA guidance and the issue of "phishing"

In order to "phish" using you personal data, they need your express or implied permission. They do not. The alternative is a "legitimate interest" which again they do not and this is what you need to be clear to PRA about prior to your ICO complaint.

They are phishing. 
Two ways you can play this....
Give them all the information they request and hope that they realise the debt isn't yours and close the case. There is a good chance they now have all the info they need to bully you into paying the debt. Or....
Don't give them any information. They have made an accusation and have asked you directly to pay up. Therefore they must already hold enough information to prove that the debt is yours. So let them prove it. You will most probably receive begging/threatening letters to pay with offers of a discount. 

They have to prove the debt is yours so just refer them back to your prove it letter and of course stay off the phone.
