Walker love

Hi was wondering if I could get some advice walker love  are chasing me for council tax since 2009 they have refused a payment of £30 pw amount that was affordable for myself . They requesting a payment of £39pw. I accepted. They have declined a payment arrangements for the end of the month. And asked for a payment straight away
 That's 2 occasions they have declined a payment . What should I do next...

    Make the payments anyway then leave it up to them - they will look stupid if they turn down payments and it shows you are taking the debt seriously even if they arent.
