NHS Dentist Costs

I recently went to the dentist with toothache i didn't see my usual dentist as he was away so saw another one and was told i had an infection and was charged £22.70
A week later I went back for treatment on the infected tooth and saw my usual dentist and was charged £39.40
Today I received a phone call from the dentist saying because I saw 2 different dentists then I have to pay another £22.70
That can't be right surely

The first dentist charge is a band 4 emergency treatment .
when you saw the second dentist a seperate course of treatment would be opened and presumably you had a filling or tooth out which would be a band two treatment . You therefore owe another £22.70 to make up the difference to band two.
Even if dentists work in the same practice they have seperate contracts and cannot both work on the same course of treatment so if you see two different dentists you have to pay two seperate charges.0
