UK State Pension Uprating Living in EU

The FT and other media reporting has stated that UK nationals who are resident in the EU by 31 December 2020 will get their State Pensions uprated (the triple-lock) and that this applies to those already claiming their SP and to those that remain in resident the EU and will be claiming their SP in future. The sources say that this is what the Department of Work and Pensions states:

“You will get your UK state pension uprated every year for as long as you continue to live there. This will happen even if you start claiming your pension on or after 1 January 2021, as long as you meet the qualifying conditions.”

However the DWP information does not appear to say exactly the same. The DWP only states that uprating will only apply for 3 years for residents in the EU as a whole, but after that only residents of Ireland, Switzerland, Norway, Iceland and Liechtenstein will continue to have their SP uprated.

Can anyone explain whether the FT and others are in fact correct in their statements?

    This guidance was withdrawn on 29 January 2020

    Read the latest guidance on benefits and pensions for UK nationals in the EEA or Switzerland.

    The new guidance is as per the FT. Basically if you live there before 2021, even if your pension is not yet in payment, you get uprated forever, moving after 2020 who knows.

    Thanks Molerat, related to State Pension (SP) and up rating is S1 scheme status (healthcare coverage) for people who move to the EU before SP age and who are covered by the withdrawal agreement (WA). Will they be able to acquire an S1 when they reach SP age if still covered by the WA?

    Following the link given by Molerat down the 'rabbit hole' it says: "Your current rights to healthcare in your country of residence will remain the same, as long as you remain covered by the Withdrawal Agreement. If the UK pays for your healthcare, for example through the S1 scheme, this is included."

    This isn't clear to me so does any one know the answer to my query (and can give a link if possible) please?
