Over 16 glasses

Options
I've got twins who are in the final year of school (before 6th form et) and have glasses, one of them decided to get hit in the face with a football and now needs another set of glasses we've normally bought in shop and had the NHS vouchers deducted from what we pay.

However, called opticians today to get an appointment and was told that as they are 16+ we have to fund the full whack but I've just looked at NHS website which seems to contradict.

Does anyone have any knowledge of what the actual rule is?

Looks like when my partner called the opticians the charges only relate to fixing broken glasses which they used to do for free.

Unfortuantly NHS repair vouchers stop at 16 ( with a few exceptions related to serious health issues ).
16+ Children are expected to look after their specs as adults. i.e. a new pair every 2 years unless prescription change.

Are the specs not repariable at all? Normally can be repaired from football in head injuries? Otherwise it is full price private
