Apprenticeship advice please

Thankyou for the help,I feel I am been discriminated for employing an apprentice. You teach an apprentice during there course that's why you pay them lower wages( you pay for them to go to college too)
I understand they need proof of wages that's why they ask for a paye reference. I have registered all her wages and work with her college so have the proof there.so why isnt that enough?
She is a young girl,to go back and say sorry your not getting paid is not fair,where would she get money from?
On the goverment site it clearly states you can furlogh your apprentices.They should make it more clear,saying you can only furlough your staff if they pay tax.
This is something hmrc need to look more into.

If you can't afford to pay her, then you can see if she may be entitled to benefits.
As an employer you should be aware that fairness does not matter, what matters in employment is lawfulness.

My main problem is they clearly state you can furlough apprentice's,but this isnt the case.
Things need to be clear when wording things.
I feel hmrc/ the goverment should be looking more into it.
I will be contacting the college for evidence of me paying plus evidence from my bank for payments.
I think it needs to be looked into more for helping many people in a situation like mine,you will be surprised how many people there are.
