Equita and council tax

Hi. I need help. Bare with me as it's a bit long.
In March 2017 my partner and kids moved from the family home to emergency housing. Applied for council tax and housing benefit(no income at this point due to waiting for child benefit and tax credits to update claims)
Sept 2017 they moved to a different temporary address.
November 2017 moved back to family home. Informed council(new claim for housing benefit and council tax benefit)both our names on the claim.
March 2018 council sent bailiff demanding money form unpaid council tax for first temp address. Spoke to the council on the phone and disputed that the money was owed as it was a single parent with 3 kids and waiting for benefits to be sorted out. Council said it was owed so we said for it to be taken out of our joint benefits. Didn't hear anything back, no post, no further bailiffs etc so I assumed that the council had either applied for a benefit garnish or they had rechecked the claim and decided that the money wasnt owed after all.
Heard nothing more until tonight. Equita bloke turned up with a notice for nearly £500
I've had a look on council website. They say they collect owed monies before the end of that tax year(so that tax year would be April 2017-April 2018)
The council website states they send out three notices, then take it to court, then apply for benefit garnish, then bailiffs. That they also ask for income/outgoing expenditure forms. We've not recieved any of these to the family address.
I'm currently dealing with stage 3 breast cancer, recovering from chemotherapy and radiation therapy, a mastecomy, heart failure, severe depression and my mother died a week before Christmas so as you can imagine a £500 debt is a little bit stressful.
The bailiff has said that he wont do goods collection. Either we pay in full or my partner who is named on the debt goes.to.prison for 30 days.
