Trying to reclaim student loan repayments - weekly threshold?

I've just been on the phone to student loans to try and reclaim my repayments that I made last year. I only ever made repayments when I received monthly bonuses, but am paid weekly.
I earned £18,591 last year and repaid £160 where as the repayment threshold was £18,330, so my thinking was I should have only repaid 9% of the £261 I was paid over the threshold.
I was told that because I was over the threshold and because I was paid weekly I was over the weekly threshold for the weeks I got a bonus, they couldn't refund me.
Surely I shouldn't pay £160 when earning £261 over the threshold?
