Paying LBTT with a house in England

Good day all,
I have a property in England which is now up for sale. I didn’t want to miss out on a house in Scotland so I have bought that but paid a large LBTT fee for it. I’m wondering firstly, because the land laws are different, was I supposed to pay the LBTT? Secondly, I’m struggling to sell my house and I’m about to deploy. With only 9 months remaining of the 18 months deadline to claim the tax back, this is leaving me in a pickle. Is there a way of appealing the LBTT deadline under these circumstances?

    It's the tax laws rather than the land laws, but yes, LBTT's additional dwelling supplement applies if you own other property anywhere on the planet (including England).

    No, it's very much a fixed deadline.
