If a property has been owned by the person and it has been there only property, which they have lived in for many years - will they have to pay CGT?

    is there more to this story than you have given?
    lived in as only residence for the entire time you owned it is exempt

    if not lived in whilst continuing to own, that is a different matter (eg you rented elsewhere, you had work related accommodation provided elsewhere)
