Council tax reduction possible for pensioner with some capital?

I'm looking into helping someone who is a pensioner and also receiving some care allowance to see if they are entitled to a council tax reduction.
They meet most of the criteria to get some help but there is a savings threshold of 16k which this person is over by about 6k, which is from savings over many years of low income work.
For this reason the person can't apply.
Is there anything they can do to receive some council tax help or do they have to wait until they've used up their savings and then apply?

If they're over the capital limit then they're out of luck.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0

Ok, thanks. Do you know what type of evidence they will need to provide of their capital?
If when they have spent enough to go below the threshold then they could apply.
They'd want bank statements etc if proof was needed.

Well, like how you normally prove what you got in the savings and capital.
Current account statements, the original certificates for Savings, share certificates or dividend statements come to mind.0 -
Ok thanks. I wondered if there were any other options e.g. using an ISA, I'm not sure if this would be excluded or not? or some other alternative.0

maybe you're missing the obvious...if they live alone they should get a 25% reduction.......Gettin' There, Wherever There is......
