Private Hire Car Licence issue

Dear All,
I am looking for lawyer in Edinburgh
In July 2019 i have applied for PHC licence in Edinburgh City Council. Till now I don't have licence and only message which I get is information from call centre that my car has got Euro4 standard of air pollution and City Council will reject my application. After 5 months I don't have licence. Application cost 560 GBP and in my opinion, they should inform me about problem befor they took money.
On the streets i see many older car than my, with PHC licence, old black taxi cabs which have Euro4 standards. There are cars from 2005,2006 with disel engines, and I am sure that these cars are Euro4 or worse. I have Ford Mondeo mk4. Thats very popular car. I bought car and next day applied for PHC.
I am looking for lawyer, who has got experience with licence, taxi, private hire cases.

A pity you failed to do your basic due diligence and read the vehicle emissions policy with regard to new applications before you applied. Those old cars will start going after April next year. https://www.edinburgh.gov.uk/downloads/file/23532/taxi-and-phc-vehicle-age-and-emissions-policy-16-03-18 Don't bother wasting money on a lawyer, just get a car that conforms to the regulations.
